Corrosion protection standards in Russia: SP 28.13330, SP 72.13330, GOST 9 series and GOST 34667

Why Russian standards matter for Uzbekistan

The Russian body of corrosion protection standards matters for Central Asia for two reasons. Design institutes in the region worked for decades to common CIS codes, and many designs, technical specifications and procedures still refer to Russian codes of practice. And the test and inspection methods for coatings are issued as interstate GOST standards, in whose adoption Uzbekistan also takes part. Below are the key documents, their status as of October 2026 and which of them are valid in Uzbekistan.

Design: SP 28.13330.2017

The code of practice SP 28.13330.2017 “Protection of Building Structures against Corrosion” (SP — Russian code of practice, svod pravil) was approved by Order of the Russian Ministry of Construction No. 127/pr of 27.02.2017 and came into force on 28.08.2017, replacing SP 28.13330.2012. It covers the design of corrosion protection for concrete, reinforced concrete, steel, aluminium, timber, masonry and chrysotile cement structures of new and reconstructed buildings and structures, and sets requirements for protection against aggressive environments at temperatures from −70 to +50 °C. It does not deal with protection against corrosion caused by radioactive substances or with structures made of special concretes — polymer concretes and acid-resistant and heat-resistant concretes.

Amendment Order of the Russian Ministry of Construction In force from
No. 1 No. 608/pr of 21.09.2018 22.03.2019
No. 2 No. 723/pr of 22.11.2019 23.05.2020
No. 3 No. 1028/pr of 28.12.2021 29.01.2022
No. 4 No. 317/pr of 08.05.2024 09.06.2024

Amendment No. 4, among other things, updated the list of referenced standards: GOST ISO 9223-2017 (since replaced by GOST 9.107-2023), GOST 9.307-89 and several other documents were removed, and GOST 9.005-72 and GOST 9.308-85 were added. When working to the code, check the text against all four amendments. As of October 2026 there is no newer edition of the code in the Rosstandart register.

Execution of work: SP 72.13330.2016

SP 72.13330.2016 “Protection of Building Structures and Facilities against Corrosion” was approved by Order of the Russian Ministry of Construction No. 965/pr of 16.12.2016 and has been in force since 17.06.2017, replacing SP 72.13330.2011; Amendment No. 1 (Order No. 52/pr of 28.01.2019) has applied since 29.07.2019. The code covers corrosion protection work in new construction, extension, reconstruction and technical re-equipment of enterprises, buildings and structures. It sets general technical requirements for secondary protection work — the application of anti-corrosion coatings to metal, concrete, reinforced concrete and masonry structures — on the construction site and in factories.

Older designs refer to GOST 9.032-74 — since 2025 it has been replaced by GOST 35094-2024 “Paint coatings. Groups, technical requirements and designations”.

ISO 12944 in its interstate version: GOST 34667

The ISO 12944 series has been adopted in the CIS as interstate standards GOST 34667.1-2020 … GOST 34667.9-2021 “Paint materials. Corrosion protection of steel structures by protective paint systems”. These are modified versions (MOD): the content corresponds to ISO 12944 but with changes, so a reference to GOST 34667 and a reference to ISO 12944 are not the same thing. There is no identical adoption of ISO 12944. In Russia all nine parts came into force on 01.03.2022.

GOST Part of ISO 12944 Title of the part in the GOST
GOST 34667.1-2020 Part 1 General provisions
GOST 34667.2-2020 Part 2 Classification of environmental conditions
GOST 34667.3-2020 Part 3 Design solutions for structures
GOST 34667.4-2020 Part 4 Types of surfaces and their preparation
GOST 34667.5-2021 Part 5 Protective paint systems
GOST 34667.6-2021 Part 6 Laboratory test methods
GOST 34667.7-2021 Part 7 Execution and inspection of painting work
GOST 34667.8-2021 Part 8 Development of technical documentation for new work and maintenance
GOST 34667.9-2021 Part 9 Protective paint systems for offshore and similar structures and laboratory methods for testing them

Inspection methods and surface preparation

  • Thickness: GOST 31993-2024 (based on ISO 2808:2019) — methods for measuring wet and dry coating thickness, in force since 01.04.2025, replacing GOST 31993-2013; GOST 35271-2025 (based on ISO 19840:2012) — measurement of, and acceptance criteria for, coating thickness on rough surfaces, in force since 01.10.2025.
  • Adhesion: GOST 31149-2014 (ISO 2409:2013) — cross-cut method, not applicable to coatings thicker than 250 µm; GOST 32299-2025 (based on ISO 4624:2023) — pull-off method, in force since 01.08.2025, replacing GOST 32299-2013; GOST 15140-2026 — peel, cross-cut with reverse impact and parallel cut methods, in force since 01.10.2026, replacing GOST 15140-78.
  • Surface cleanliness: GOST R ISO 8501-1-2014 — visual assessment of rust grades and preparation grades of steel (a Russian national standard); interstate GOST ISO/TR 22770-2021 — a colorimetric method confirming the visual assessment. We have not found adoptions of ISO 8502, ISO 8503 or ISO 8504 in the Russian Federal Standards Fund or in the catalogue of interstate standards.

Several basic inspection standards were replaced in 2024–2026, so references in older designs and procedures should be checked against the current editions.

Documentation: GOST 21.513-2024

The content and presentation of working documentation for corrosion protection and fire protection of building structures are established by the interstate standard GOST 21.513-2024 “SPDS. Rules for working documentation on corrosion and fire protection of building structures” (SPDS — System of Design Documents for Construction). In Russia it has been in force since 01.06.2025 and replaced GOST 21.513-83, which covered corrosion protection only.

What matters for projects in Uzbekistan

  • The codes of practice SP 28.13330 and SP 72.13330 are documents of the Russian Federation and are not binding in Uzbekistan. Here the design of corrosion protection is governed by ShNK 2.03.11-24 and the execution of the work by Construction Regulation QR 04.01-23 (see Corrosion protection standards in Uzbekistan).
  • Interstate GOST standards are a different matter. According to the lists of the Interstate Council for Standardization, Metrology and Certification (EASC), Uzbekistan voted for the adoption of GOST 34667 (except Part 8, which it joined later), GOST 35094-2024, GOST 31993-2024, GOST 35271-2025, GOST 31149-2014, GOST 32299-2025, GOST 15140-2026, GOST 9.307-2021 and GOST 21.513-2024; according to the EASC catalogue, Uzbekistan applies GOST 9.402-2004 and GOST 9.407-2015 as a state that has joined them. Uzbekistan did not vote for GOST 9.104-2018 or GOST 9.401-2018.
  • ShNK 2.03.11-24 refers to interstate GOST standards, including GOST 32299-2013, which has already been replaced at interstate level by GOST 32299-2025. Which edition is to be applied on site is best stated in the design.
  • A Russian design referring to SP 28.13330 has to be checked against ShNK 2.03.11-24 when it is adapted for Uzbekistan — an independent document with its own scale of environmental aggressiveness (four degrees, I–IV) and its own protection requirements.

Was the design prepared to Russian codes but the facility is to be built in Uzbekistan?
