Concrete repair and protection standards: EN 1504, GOST, SP and ShNK

Concrete repair standards: what they are made up of

Repair of reinforced concrete cannot be specified in a single line such as “to EN 1504” or “to GOST”. The requirement for a particular facility is assembled along a chain: the survey establishes the condition of the structure and the causes of the damage, the design selects the repair strategy, principles and methods, the product standards set the properties to be verified, and the codes for the execution of work and the test methods set the inspection procedure. On projects in Uzbekistan the links of this chain come from different systems: the national urban planning norms and rules (ShNK), interstate GOST standards, Russian codes of practice (SP) and national standards (GOST R), and the European EN 1504 series. This page brings together the key documents of each system, their status as of October 2026 and how they are related.

Where Uzbekistan has no national norm on a question, projects apply the norms of other countries — interstate GOST standards, Russian codes of practice (SP) and European EN standards. Which document applies is fixed in the design brief and in the project.

The path of a requirement: from diagnosis to acceptance

Stage What is decided European series GOST and codes of practice Uzbekistan
Survey Technical condition, causes of defects, service environment EN 1504-9 — assessment before repair GOST 32016-2012 (Section 4), GOST 31937-2024 ShNK 1.04.01-23; ShNK 2.03.11-24 refers to GOST 31937-2011
Strategy, principles, methods Whether to repair, protect, strengthen or replace — and by which methods EN 1504-9 GOST 32016-2012, Table 1; SP 349.1325800.2017 ShNK 2.03.11-24, clause 39: protection of buildings under reconstruction to GOST 32016-2012
Materials and systems Which properties are to be confirmed by testing EN 1504-2 … EN 1504-7 GOST 32017, GOST R 56378, GOST 32943, GOST 33762, GOST 34277, GOST R 59152 ShNK 2.03.11-24, clause 43: concrete protection system to GOST 32017-2012; O’zMSt EN 1504-4:2025
Corrosion protection Exposure class and degree of aggressiveness of the environment, service life, primary and secondary protection EN 206 — exposure classes GOST 31384-2017, SP 28.13330.2017 ShNK 2.03.11-24; O’zMSt EN 206:2025
Strengthening Design and detailing of the strengthening system EN 1504-4 — materials for bonding SP 164.1325800.2014, SP 349.1325800.2017, GOST 32943-2014 We have not found a separate code on strengthening with composites in the ShNK catalogue; ShNK 2.03.01-24 is the code for concrete and reinforced concrete structures
Execution of work Substrate preparation, application conditions, procedure EN 1504-10 SP 72.13330.2016 — corrosion protection work QR 04.01-23 — corrosion protection work, including on concrete structures
Inspection and acceptance Tests, work log, acceptance reports, as-built documentation EN 1504-10; the series’ test methods, e.g. EN 1542 GOST standards on test methods for concrete and mortars O’zMSt EN 1542:2025; QR 04.01-23; ShNK 2.03.11-24, clauses 41–46

A product standard answers the question of how a property is to be confirmed, but it does not choose the solution for the designer. The principle, the method and the material class are chosen in the design and are based on the survey results.

Who decides what

  • The owner or client — the residual service life of the structure, acceptable interruptions to its use, the number and cost of future repair cycles (GOST 32016-2012 explicitly names these factors among the inputs for choosing the strategy), and the list of applicable standards and their order of precedence.
  • The surveyor — the technical condition, the nature and causes of the defects, the actual properties of the concrete and reinforcement, data on the environment. In Uzbekistan the survey procedure is set by ShNK 1.04.01-23.
  • The designer — the strategy, principles and methods, material classes and properties, strengthening calculations, surface protection, the inspection programme and instructions for subsequent maintenance.
  • The materials manufacturer — declared performance and test reports to the methods of the product standard, conditions of use.
  • The contractor — the work procedure, production control, the work log and reports on intermediate work.
  • Technical supervision — stage-by-stage acceptance: substrate, reinforcement, repair layer, bond, protective coating.

Conflicts on site usually arise where documents meet. The design says “repair mortar to EN 1504-3” without a class or an inspection method; the material class has been confirmed to one document, while acceptance is carried out to another; the specification still refers to superseded documents — GOST 31384-2008, GOST R 53778-2010 or KMK 2.03.11-96. Such points are best resolved before the materials are purchased.

How the systems of standards relate to each other

  • EN 1504. The ten-part series was prepared by technical committee CEN/TC 104 “Concrete and related products”. Parts 2–7 are product standards, Part 8 covers quality control and assessment of constancy of performance, Part 9 the general principles, and Part 10 site work and its quality control.
  • Interstate GOST standards. Technical committee TC 465 “Construction” issued the series “Materials and systems for the protection and repair of concrete structures”: GOST 32016-2012, GOST 32017-2012, GOST 32943-2014, GOST 33762-2016 and GOST 34277-2017. Each of them is a non-equivalent version (NEQ) of the corresponding part of EN 1504: the set of properties is similar, but the test methods and wording are their own, so a reference to GOST and a reference to EN are not the same thing.
  • National standards of Russia. For repair mortars and reinforcement protection there are no interstate standards in this series — there are only GOST R 56378-2015 (based on EN 1504-3) and GOST R 59152-2020 (based on EN 1504-7).
  • Codes of practice of Russia. Design of corrosion protection — SP 28.13330.2017; repair and strengthening — SP 349.1325800.2017; strengthening with composites — SP 164.1325800.2014; execution of corrosion protection work — SP 72.13330.2016. These are documents of the Russian Federation: in Uzbekistan they are applied where the design or the contract refers to them.
  • Uzbekistan. Corrosion protection in design is governed by ShNK 2.03.11-24, surveys by ShNK 1.04.01-23, and the execution of corrosion protection work by Construction Regulation QR 04.01-23. ShNK 2.03.11-24 itself refers to the interstate standards GOST 32016-2012, GOST 32017-2012, GOST 31383-2008 and GOST 31937-2011. The catalogue of standards of the research institute for technical norms and standardization of the Ministry of Construction now includes national standards identical to European ones: O’zMSt EN 1504-4:2025 and O’zMSt EN 1542:2025.

According to the catalogue of interstate standards of the Interstate Council for Standardization, Metrology and Certification (EASC), Uzbekistan is listed among the states that have joined GOST 32016-2012, GOST 32017-2012, GOST 32943-2014, GOST 33762-2016, GOST 34277-2017, GOST 31384-2017 and both editions of GOST 31937 — those of 2011 and 2024. It is not among the states that have joined GOST 31383-2008 or the previous edition, GOST 31384-2008. Check the date on which a particular standard was put into effect in the republic with the Uzbek Institute of Standards.
