EN 1504 and GOST 32016-2012: parts, principles and repair methods

The EN 1504 series: what it covers

The European EN 1504 series “Products and systems for the protection and repair of concrete structures” brings together terms, product requirements, quality control and rules of application. It was developed by technical committee CEN/TC 104. Most parts were published in 2004–2006 and the general principles in 2008; the earlier editions of Parts 5, 8 and 10 were later replaced. The logic of the series is simple: Part 1 is the vocabulary, Parts 2–7 set requirements for individual groups of materials, Part 8 covers quality control and assessment of constancy of performance of the products to Parts 2–7, Part 9 explains how to choose principles and methods, and Part 10 how to carry out and inspect the work on site.

The EN editions are given according to the catalogue of Norway’s national standards body (Standards Norway). Test methods for the series have been issued as separate EN standards: bond strength by pull-off — EN 1542, pull-out of anchors — EN 1881, creep of synthetic resin anchoring products — EN 1544, glass transition temperature of polymers — EN 12614. The NEQ mark means that the GOST was drawn up on the basis of the European document but does not reproduce it: its test methods and part of its wording are its own.

Principles and methods to GOST 32016-2012

GOST 32016-2012 “Materials and systems for the protection and repair of concrete structures. General requirements” has been in force in Russia since 01.01.2014. It corresponds to EN 1504-1 as regards terms and to EN 1504-9 as regards the general requirements for the key stages of repair; the degree of correspondence is non-equivalent. A principle describes the physical, chemical or electrochemical mechanism by which deterioration of the concrete or corrosion of the reinforcement is stopped or the load-bearing capacity is increased; a method is a specific way of putting that mechanism into practice. The standard lists the methods in Table 1:

Principle Methods
1. Protection against ingress 1.1 hydrophobic impregnation; 1.2 impregnation; 1.3 coating; 1.4 bandaging of crack mouths; 1.5 filling of cracks; 1.6 converting cracks into joints; 1.7 erecting external cladding; 1.8 applying membranes
2. Moisture control 2.1 hydrophobic impregnation; 2.2 impregnation; 2.3 coating; 2.4 erecting external cladding; 2.5 electrochemical treatment
3. Concrete restoration 3.1 hand-applied mortar; 3.2 placing (casting) concrete; 3.3 spraying concrete or mortar; 3.4 replacing elements
4. Strengthening (upgrading) of structures 4.1 adding or replacing embedded or external reinforcing bars; 4.2 adding reinforcement anchored in pre-formed or drilled holes; 4.3 external reinforcement by bonding strips, fabrics or meshes; 4.4 adding concrete or mortar; 4.5 injecting cracks, voids or cavities; 4.6 filling cracks, voids or cavities; 4.7 installing prestressed reinforcement (tensioned against the concrete)
5. Increasing physical resistance 5.1 coating; 5.2 impregnation; 5.3 adding mortar or concrete
6. Resistance to chemicals 6.1 coating; 6.2 impregnation; 6.3 adding mortar or concrete
7. Preserving or restoring passivity 7.1 increasing the cover with additional mortar or concrete; 7.2 replacing contaminated or carbonated concrete; 7.3 electrochemical realkalisation of carbonated concrete; 7.4 realkalisation of carbonated concrete by diffusion; 7.5 electrochemical chloride extraction
8. Increasing resistivity 8.1 hydrophobic impregnation; 8.2 impregnation
9. Cathodic control 9.1 limiting the oxygen content (at the cathode) by saturation or surface coating
10. Cathodic protection 10.1 applying an electrical potential
11. Control of anodic areas 11.1 coating the reinforcement with an active coating; 11.2 coating the reinforcement with a barrier coating; 11.3 introducing corrosion inhibitors into the concrete or applying them to its surface

The standard also permits methods 1.7 and 1.8 for other principles. A method that is not in the table may be used if its conformity with one or more principles is documented.

How principles are chosen

  • Principles 1–6 address defects in the concrete itself: those caused by mechanical loads and impact, chemical and biological attack, freeze–thaw, salt crystallisation, erosion and fire.
  • Principles 7–11 relate to reinforcement corrosion — where the cover has been lost, carbonated or contaminated with chlorides or other aggressive substances, and also where stray currents are present. If corrosion is under way or expected, one or more of these principles are chosen and, where necessary, the concrete is additionally restored to principles 1–6.
  • The principle is chosen according to the type, cause and extent of the defects and the future service conditions, not according to which material happens to be at hand.
  • Materials are selected to suit the chosen method and checked to ensure that the products in the system do not interact adversely, physically or chemically, with one another or with the concrete of the structure.

Stages and strategy of repair

GOST 32016-2012 sets out repair as a sequence of steps: assessment of the technical condition, identification of the causes, choice of the strategy, then of the principles, methods and material properties, and, after the work, maintenance requirements. There are six strategies: leave the structure under observation for a certain period; carry out a check calculation and a re-analysis of its condition; prevent or slow down further deterioration; strengthen, or repair and protect; reconstruct or replace; demolish. The choice depends on the owner’s requirements — the residual service life, acceptable interruptions to use, the number and cost of future repair cycles, the condition of the substrate, appearance — and on the environmental conditions, which are checked to GOST 31384. On completion of the work, the standard requires the repair records to be kept together with all test results and an inspection and maintenance manual to be prepared for the remaining service life.

A method number means something only together with the document

GOST 32017-2012 links the surface protection methods to principles 1, 2, 5, 6 and 8 and numbers them in its own way: in it, coating for principle 2 is designated 2.2 and for principle 8 — 8.2, whereas in the table of GOST 32016-2012 these numbers stand for impregnation. Documents drawn up to EN 1504-9 also contain method 8.3 “coating” for principle 8, which GOST 32016-2012 does not have. So write it out in full in the design and the specification: “principle 1, method 1.3 to GOST 32016-2012” or “to EN 1504-9”.

What has been adopted in Uzbekistan

  • ShNK 2.03.11-24 requires corrosion protection of buildings and facilities under reconstruction to be carried out to GOST 32016-2012 and ShNK 1.04.03-23 (clause 39), and the materials and system for protecting concrete to be selected to GOST 32017-2012 (clause 43). A full translation of ShNK 2.03.11-24 into English and Russian.
  • Uzbekistan voted for the adoption of GOST 32016-2012 and GOST 32017-2012 in December 2012. According to the catalogue of the Interstate Council for Standardization, Metrology and Certification (EASC), the republic has also joined GOST 32943-2014, GOST 33762-2016 and GOST 34277-2017; check the date on which they were put into effect with the Uzbek Institute of Standards.
  • O’zMSt EN 1504-4:2025 is an identical adoption of EN 1504-4:2004, in force since 29.01.2026 under Order No. 136/XSt of the Uzbek Institute of Standards of 29.12.2025. O’zMSt EN 1542:2025 is the pull-off method for determining bond strength, in force since 19.01.2026 under Order No. 135/XSt of 19.12.2025. The information is taken from the title pages of the standards in the catalogue of the research institute for technical norms and standardization of the Ministry of Construction.
  • As of October 2026, this catalogue contains no national adoptions of other parts of EN 1504. If a design refers to EN 1504 directly, this is a requirement of the design or the client: it is recorded in the design brief and in the specification.

Materials that meet individual parts of the series are described in our “Concrete repair and protection” guide.
