Survey documents
Every repair starts by answering two questions: what condition the structure is in and why it is deteriorating. In Uzbekistan the survey procedure is set by a national code, and the methods by interstate standards.
| Document | Status as of October 2026 | What matters |
|---|---|---|
| ShNK 1.04.01-23 “Procedure for the survey and monitoring of the technical condition of buildings and structures” | In force in Uzbekistan since 21.06.2024: Order of the Minister of Construction and Housing and Communal Services No. 01/2-19 of 16.05.2024, registered by the Ministry of Justice under No. 260; amendments introduced by Order No. 01/2-37 of 24.06.2025 | Replaced ShNK 1.04.01-22 and ShNK 2.01.15-05; a separate chapter deals with concrete and reinforced concrete structures |

How reinforced concrete is surveyed before repair
GOST 32016-2012 requires the condition of the structure and its ability to perform its functions, as well as the nature and causes of the defects, to be assessed before work starts: visual inspection, testing of the concrete and reinforcement, a check calculation, assessment of the environment including contaminants, the history and conditions of service, and requirements for future service. If by the start of work the results are out of date or in doubt, the assessment is repeated. ShNK 1.04.01-23 sets out the survey of concrete and reinforced concrete structures in detail:
- Documentation — the structural model, loads, the design concrete class, the type of reinforcement, the method of tensioning and anchoring prestressing reinforcement, and the connection details.
- Preliminary inspection — cracks with their width, location and pattern, the condition of protective coatings, discoloration of the concrete, voids and spalls, exposed reinforcement, delamination of the cover detected by a hollow sound when tapped, displacement of embedded items, deflections, wet and oil stains, efflorescence, the degree of reinforcement corrosion, and also the operating conditions: freezing, aggressive factors, leaks, heating, overloading, dynamic loads.
- Instrumental survey to a programme — the condition of the corrosion protection, the strength, permeability, uniformity and continuity of the concrete, the cover thickness, the degree and depth of reinforcement corrosion, the actual loads. The reinforcement is exposed at weakened locations, and physico-chemical methods are permitted for assessing corrosion damage to the concrete.
- Zones of local intense corrosion — external walls below the zero datum, balconies and loggias, garage access ramps, the bases of columns at floor level in rooms that are wet-cleaned, areas of roofs near roof drains, and truss bearings in brick walls.
- Monitoring — cracks are recorded on drawings and tracked with tell-tales or gauge marks, deflections are determined by levelling, and the condition of the paintwork on reinforced concrete is assessed to GOST 9.407-2015.
The outcome is a report with the category of technical condition, the causes of damage and recommendations and, where necessary, a brief for a repair or strengthening design with the expected further service life and the intervals between repairs. How we survey existing coatings is described on the “Coating surveys” page.

The edition of the standard in the test report must match the one stated in the design or the brief. In recent years GOST 24452, GOST 5382, GOST 17624 and GOST 28570 have been replaced, and GOST 31356-2007 is no longer in force in Russia.
Concrete surface categories A1–A7
The quality of concrete surfaces is described by categories A1–A7: the lower the number, the smaller the permissible blowholes, projections, depressions and edge chips. The values below are often quoted with reference to GOST 13015.0-83, which was replaced long ago. The current interstate standard of general requirements for concrete and reinforced concrete products is GOST 13015-2012 with Amendment No. 1, introduced from 01.02.2024; the surface category of a particular structure is set by its standard, technical specification or working drawings, so check the table against them.
| Category | Purpose of the surface | Blowhole: diameter or largest dimension, mm | Projection or depression, mm | Total length of edge chips per 1 m of edge, mm | Depth of edge chip, mm |
|---|---|---|---|---|---|
| A1 | Glossy, requiring no finishing | glossy, to a reference sample | 20 | 2 | |
| A2 | For improved painting without filling or high-quality painting with one coat of filler | 1 | 1 | 50 | 5 |
| A3 | For decorative paste-like finishes, painting with filler, wallpaper | 4 | 2 | 50 | 5 |
| A4 | For roll materials and tiles laid in adhesive | 10 | 1 | 50 | 5 |
| A5 | For tiles laid in mortar | not regulated | 100 | 10 | |
| A6 | For simple painting; an unfinished surface with no quality requirements | 15 | 3 | 100 | 10 |
| A7 | Not visible in service | 20 | 5 | not regulated | — |
For category A7 the table does not give the depth of chips. In any category, exposed reinforcement (other than projecting bars shown on the drawings), oil and rust stains on exposed faces that are to be painted, and cracks in cast-in-situ load-bearing structures are not permitted. The exception is shrinkage and other technological surface cracks up to 0.2 mm; for columns and posts, for structures in an aggressive environment and for those subject to alternate freezing in a water-saturated state, the limit is 0.1 mm.
Documents for inspection of the work
- EN 1504-10 — requirements for the condition of the substrate before and during the work, storage of materials, the stability of the structure during preparation and repair, protection and repair methods, quality control of the execution and subsequent maintenance.
- QR 04.01-23 — in Uzbekistan, for corrosion protection work: the corrosion protection work log, reports on intermediate stages and the final acceptance report for the coating, which is checked for continuity, bond and thickness.
- GOST 32016-2012 — on completion of the repair, records of the work carried out are kept with all the test results, and an inspection and maintenance manual is drawn up for the remaining service life.
How we organise testing and supervision is described on the “Testing and quality control” and “Technical supervision” pages; inspection of coatings on steel structures is covered on the “Coating inspection” page.
