Fire, corrosion and chemical protection in Fergana Region

Fergana Region is the industrial heart of the Fergana Valley. Oil is refined here, mineral fertilisers and other chemical products, cement, glass and building materials are produced, and textile and food enterprises operate; the region’s development plans include major projects in the energy, oil and gas and chemical industries, the production of 230 types of new building materials, electrical engineering and automotive manufacturing (the President’s press service, 2024). Many plants have been operating for decades, so alongside new construction there is a great deal of work here on restoring protection at old units, tanks and workshops.

Oil refining: fire, product and temperature

At oil refining units and in product tank farms, coatings are attacked from three sides at once.

  • Hydrocarbon fire. Load-bearing structures of pipe racks, vessel supports and furnaces are protected with materials tested to the hydrocarbon curve, not only to the standard one. This also applies to repairs: a damaged area is restored with a material from the same system, not patched with paint intended for buildings.
  • The product inside the vessel. Tanks for crude oil, gasoline, diesel fuel, fuel oil and tank bottom water are protected on the inside with lining coatings resistant to the specific product and its temperature; particular attention is paid to the floor and the bottom shell course, where water accumulates.
  • Hot surfaces. Pipelines and vessels with a high operating temperature and under thermal insulation are the domain of heat-resistant coatings and of control of corrosion under insulation.

Nitrogen and other chemicals

At mineral fertiliser plants, steel and concrete are in contact with ammonia, acids and salt dust that greedily absorbs moisture. Splashes and spills quickly put ordinary paint systems out of action, and the unprotected concrete of floors and bunds even faster. Protection in such areas is selected not by the atmospheric category but by the substance, its concentration and temperature: chemical-resistant linings, vinyl ester and novolac systems, acid-resistant coatings for concrete. The starting point is the questionnaire; without it we do not propose a chemical-resistant system.

Beyond the spill zones the industrial atmosphere is aggressive too. For exposed steel it is, as a rule, C3–C4, and near emission sources it may be higher. The exact answer is given by ISO 9223 and ISO 12944-2 applied to the specific site — sometimes with exposure of test specimens.

Concrete in chemical workshops

Floors, pump foundations, channels and pits are destroyed by acids and salt solutions sooner than steel: the hardened cement paste dissolves, and then the reinforcement starts to rust. They are protected with chemical-resistant self-levelling and reinforced coatings, and the joints with chemical-resistant sealants; damaged areas are first restored with repair mortars compatible with the future coating. Once again, the choice is determined by the substance and temperature of the spills, not by the “concrete grade”.

Cement, glass, textiles

Cement and glass plants mean dust, high temperatures and heavy rotating equipment: mills, kilns, fans, crushers. Under them an epoxy grout that withstands vibration is needed, and steel structures next to hot units need heat-resistant systems. At textile mills the main tasks are fire protection of frames and cable runs given the high fire load of fibre, and corrosion protection in humidified workshops.

The valley’s climate: wind, inversions, earthquakes

The valley is framed by the Chatkal and Kurama ranges in the north, the Fergana Range in the east, and the Alay and Turkestan ranges in the south; the mountains shield it from cold air masses, but the climate remains semi-desert and sharply continental. Relative humidity in the southern part of the valley stays at 55–72% in winter and drops to 20–34% in summer, wind activity increases from east to west, and at the Fergana station winds of 15 m/s and stronger blow on 23 days a year on average (Pereslegina and Kurbatova, 1995). In July 2026 the Fergana station broke its 1944 record with 43.9 °C against 42.2 °C, and winter frosts here have reached −25.8 °C (Uzhydromet). On an open site the wind carries away the spray, brings dust into the fresh coat and makes it difficult to achieve the specified thickness; in winter, during calm spells and temperature inversions, polluted air lingers near the ground, and a UNECE review lists Fergana among the industrial cities with a fairly high air pollution index. Hence condensation on cold steel and contamination on the surface before painting.

Under the list of seismically active zones annexed to Cabinet of Ministers Resolution No. 727 (2025), Fergana is assigned to intensity 8–9 on the MSK-64 scale, and Margilan, Kokand and Kuvasay to intensity 8. For equipment supports and anchors this is a requirement for the calculation, not for the paint: anchors are installed with products whose performance under seismic actions has been confirmed (see anchoring). In a number of districts of the region, rising groundwater and salinisation have damaged the basements and walls of buildings, so below-ground parts need waterproofing.

Surveys and repair of old systems

If a coating on a unit or in a tank has failed prematurely, a new system will share the fate of the old one until the cause has been found. We carry out a survey: we measure thicknesses and adhesion, determine what was applied, check the surface for salts and find where the mistake was made — in the material, the preparation, the application or the assessment of the environment. Based on the results, we propose a repair system and a work sequence to fit the unit shutdown.

Supply to Fergana Region

We ship materials to Fergana, Kokand, Margilan, Kuvasay and to enterprises in other districts; the batch size and dispatch time are adjusted to the maintenance campaign. Projects in neighbouring Kyrgyzstan and Tajikistan are discussed on request — taking into account their documentation requirements.

We cover assembly plants and the seismicity of the eastern part of the valley on the Andijan Region page, cold stores and light industry on the Namangan Region page; other regions are in the “Regions” section.

Questions about projects in Fergana

What coatings are needed inside a tank for petroleum products?

A lining resistant to the specific product, its temperature and the tank bottom water, with surface preparation requirements no lower than those specified by the manufacturer. For tanks that hold different products, the system is selected for the most aggressive of them.

A coating on a unit failed prematurely — where should we start?

With a survey and an analysis of the documents: what was applied, how the surface was prepared, what the conditions were during application. Send us photographs and we will tell you which measurements are needed.

Can painting be done on an open site in windy weather?

By spraying — only at wind speeds within the limits set by the specification and the technical data sheet, and with neighbouring equipment protected from paint mist. In gusty winds the work is postponed or switched to brush and roller where the system allows it.
